Chinese Enterprises Empower Guyana’s Energy Upgrade: PowerChina and Comler Group Sign Diesel Generator Procurement Agreement for GPL053 Project, Breaking Energy Bottlenecks, Driving Industrial Synergy and Boosting Local Low-Carbon Economic Development

In August 2025, Power Construction Corporation of China (PowerChina) formally entered into a strategic cooperation with Comler Group, signing a procurement agreement for 8 diesel generators for Guyana's GPL053 Power Transmission and Transformation Project. This collaboration not only provides critical equipment support for the smooth advancement of the project, but also achieves a precise alignment between China's strengths in energy engineering construction and high-end equipment manufacturing capabilities. It injects robust impetus into deepening practical energy cooperation between China and Guyana under the framework of the Belt and Road Initiative, and facilitating the implementation of Guyana's national energy strategy.

The cooperation between PowerChina and Comler Group, by ensuring the progress of the GPL053 Power Transmission and Transformation Project, exerts multifaceted concrete impacts on Guyana's economic development, which are mainly reflected in three aspects:

  1. 1.Breaking energy bottlenecks and supporting the implementation of core industries
  2. The key backup power equipment provided through this cooperation facilitates the steady progress of the project, ensures the construction of the power transmission channel for the 300 MW natural gas-fired power plant, and propels the implementation of the "Gas to Energy (GtE)" strategy. This will reduce Guyana’s 92% dependence on energy imports and cut fuel import expenditure—Guyana’s fuel import bill had already reached 150 million US dollars in 2021. Meanwhile, it will provide stable energy support for economic growth, align with Guyana’s low-carbon development strategy, and realize the decoupling of economic growth from carbon emissions.

  3. 2.Driving industrial synergy and activating economic growth driversThe project construction will directly boost the development of related industries such as building materials and services, forming a chain reaction of industrial linkage. Moreover, as the first large-scale power transmission and transformation infrastructure project in the Caribbean region, its implementation will attract more investment in infrastructure and energy sectors. It helps Guyana expand economic growth drivers beyond the oil industry, and promotes the sustained growth of its non-oil economy, especially the construction and service sectors.

  4. 3.Creating employment opportunities and enhancing local development capacityThe construction and operation of the project will generate a large number of direct and indirect jobs locally. Additionally, through skills training, it will cultivate a group of local technical talents in fields such as power construction and equipment operation and maintenance, improve the quality and income level of the local labor force, and help local people share the dividends of economic development.
