Comler Power Secures Generator Supply Contract for Baleh Hydropower Station Bid 6 in Malaysia

July 07/2026

Shandong Comler Power Group has recently won the bidding for the procurement project of diesel generator sets and auxiliary facilities for the Electromechanical & Metal Structure Work Zone of Bid 6 of Malaysia Baleh Hydropower Station. The company will supply a full range of power equipment for construction emergency backup and maintenance standby power for this landmark large hydropower project in Southeast Asia. Leveraging the high-performance domestic generator sets, Comler safeguards the construction of major overseas hydropower projects and deepens China-Malaysia industrial cooperation on energy infrastructure under the Belt and Road Initiative.

  1. Project Overview

Located on the Baleh River in Sarawak, East Malaysia, the Baleh Hydropower Station is the flagship core energy project of Sarawak Corridor of Renewable Energy (SCORE), as well as Malaysia’s largest water conservancy hub under construction. It features a total installed capacity of 1285MW, a maximum dam height of 192 meters, and 5 Francis turbine units each with a capacity of 257MW. The total investment exceeds RMB 27 billion, and full commercial operation is scheduled in 2030.

The whole project is divided into seven bids, and Bid 6 undertaken in this cooperation covers the general contracting of main electromechanical and metal structure powerhouse works, jointly contracted by Sinohydro Bureau 7 and GE Consortium. The scope covers the whole construction process including unit installation, gate hoist system, penstock manufacturing, complete electrical equipment fabrication and on-site commissioning.

The Electromechanical & Metal Structure Work Zone serves as the core installation area of the hydropower station, situated deep in tropical rainforests far from urban main power grids. Uninterrupted power supply from independent diesel generator sets is mandatory for construction, equipment maintenance and emergency response, forming the core power lifeline for smooth progress of the whole bid.

The construction site features year-round high temperature, high humidity, heavy rainfall and salt mist, bringing harsh operating conditions that impose strict requirements on generator sets in high-temperature resistance, moisture-proof anti-corrosion, continuous heavy-load operation and intelligent remote control. The procurement scope covers silent & open-frame diesel generator sets of multiple power ratings, matching fuel tanks, noise reduction exhaust systems, automatic parallel cabinets, intelligent monitoring devices and complete anti-lightning & anti-corrosion auxiliary equipment, supporting four core power scenarios: regular construction power, powerhouse emergency backup, electromechanical & metal structure commissioning, and gate hoist power guarantee.

2. Customized Supply Scheme & Core Advantages of Comler Equipment

Comler Power customized optimized models tailored for tropical rainforest working conditions of Baleh Project, with special upgrades for humid and hot tropical environments:

  1. Strong Environmental Adaptability: The whole unit adopts double-layer anti-rust anti-corrosion coating, moisture-insulated components and enhanced high-temperature heat dissipation air ducts, enabling stable operation under year-round temperature above 35℃, high humidity and frequent rainstorms in Sarawak. Silent generator sets are equipped with multi-stage noise reduction structures to meet local environmental noise standards, matching the green construction philosophy that earned the project Sarawak Environmental Gold Award multiple times.

  2. Stable Reliable Power Supply: Equipped with world-leading premium power assemblies, the units feature excellent transient load performance, full-automatic start-stop, fast self-start within 3 seconds after power failure, and intelligent parallel operation of multiple units, ensuring non-stop metal structure hoisting and precision electromechanical commissioning without interruption.

  3. Intelligent Remote Operation & Maintenance: Built-in Comler self-developed cloud monitoring system supports real-time remote viewing of unit voltage, load, oil temperature and fuel consumption at remote rainforest construction sites, automatic fault alarm and remote commissioning, greatly cutting manual O&M costs for isolated work zones.

  4. Integrated Turnkey Delivery: Complete supporting facilities including fuel storage system, fire protection, lightning earthing, cable trays and rainproof machine room accessories are delivered together for quick on-site installation and commissioning, shortening construction cycles for overseas projects.

As a national high-tech and specialized innovative enterprise, Comler Power boasts independent R&D, intelligent manufacturing and one-stop overseas service capabilities for full power range generator sets. Its products are exported to more than 50 countries across Southeast Asia, with mature cross-border supply and localized after-sales systems serving hydropower, mining and infrastructure projects in Indonesia, Malaysia, Nepal, Pakistan and other regions.

3. Multi-Dimensional Strategic Significance of the Cooperation

3.1 Practical Significance for Baleh Hydropower Construction

  1. Secure power supply safety during construction: Solve the problem of unstable external grid power in rainforest work zones, deliver continuous power for metal structure fabrication, penstock welding, precision turbine installation and gate hoist tests, avoiding equipment damage and schedule delays caused by power cuts.

  2. Guarantee long-term safe operation of the hydropower station: The generator sets act as permanent emergency backup power for the powerhouse, sustaining drainage, fire protection and control systems during main grid failures or maintenance, complying with mandatory safety codes for large water conservancy hubs.

  3. Implement green low-carbon construction standards: Customized low-fuel-consumption, low-emission units together with noise-reducing environmental accessories align with the high-standard eco-friendly construction system of Baleh Project, helping the project maintain its benchmark environmental performance in Sarawak.

3.2 Strategic Significance for China-Malaysia Bilateral Energy Cooperation

  1. A Model Belt and Road Energy Cooperation Project: Baleh Hydropower Station marks a landmark China-Malaysia green Silk Road cooperation project. Mass export of Comler’s domestic power equipment represents key practice of exporting China’s high-end power manufacturing, industrial standards and complete supporting services to Southeast Asia, boosting coordinated development of renewable energy industrial chains between two countries.

  2. Support Malaysia’s Energy Transition: After completion, Baleh Station will generate massive clean hydropower annually to ease power shortages for local industries and residents, supporting Malaysia’s Low Carbon Roadmap 2050. Domestic backup power equipment completes supporting infrastructure systems for local renewable energy hubs.

  3. Promote Regional Industrial Chain Connectivity: Based on Malaysia as a gateway to ASEAN, this cooperation consolidates Comler’s brand advantages in large-scale hydropower infrastructure across Southeast Asia, accelerating bulk entry of Chinese generator sets and electromechanical accessories into ASEAN energy engineering supply chains.
